Carlos is the Managing Partner of BDO Costa Rica, where he leads the firm’s strategy and operations. With over 30 years of experience, he has built a distinguished career in the design and execution of complex corporate transactions, international structuring, and advising clients in highly regulated sectors. His experience covers companies of all sizes, from local firms to regional and multinational companies.
He has represented Fortune 500 companies in mergers and acquisitions, corporate restructurings, and international financing operations, including transactions governed by Rule 144A and Regulation S of the United States Securities Act. His experience includes complex cross-border transactions, multiple M&A deals, and a broad range of structured transactions.
Before joining BDO, Carlos served as Deputy Minister of Finance under President Abel Pacheco’s administration in 2002. In that role, he oversaw the Tax Administration, the General Directorate of Customs, the Ministry of Finance, and the Fiscal Control Police. He led several reform initiatives and led Costa Rica’s mission for the issuance of Eurobonds, strengthening the country’s credibility among international investors.
Carlos combines his professional practice with a solid academic background. He is a Notary Public and has a Juris Doctor degree from the University of Costa Rica. He also holds a joint master’s degree in law and business administration from the Kellogg School of Management and Northwestern University School of Law, as well as a master’s degree in journalism from the Pulitzer School of Journalism at Columbia University. This unique combination allows him to bring an analytical and strategic perspective to his legal and financial work.
He is a member of the Costa Rican Bar Association and the National Notary Directorate. He also plays an active role in national development initiatives as a member of CINDE (Costa Rican Investment Promotion Agency) and the National Council for Competitiveness.
